Product Requirements
Pre duct sealing work initiation, the duct system must be tested for leakage % and recorded.
Post duct sealing work installation, the duct system must be tested for leakage % and recorded.
Duct sealing incentives require 12% reduction in duct leakage when comparing pre and post test results.
The existing leakage rate must be 24% or greater
- The maximum final leakage rate must not exceed 12%
- Dwelling must have a central AC and gas furnace, a heat pump, or no cooling and a gas furnace.

Must be an SCE Customer
Must be located on the DAC/Low-income map (California Climate Investments Priority Populations
- Blue: Low-Income Community
- Yellow: Disadvantaged Community: CES
- Green: Disadvantaged Community: CES, Low-Income Community
Dwelling must be single family or multi-family with four units per foundation or less.
- Independently metered
- In-unit appliances (not shared) -New construction is not eligible.
Incentive amount cannot exceed purchase price.
Use an SCE HPP Participating Contractor (Trade Ally) to perform upgrades and submit rebate application(s) on the homeowner's behalf.
Must NOT be in any state assistance programs
Other Requirements
Application must be submitted with 90 days of installation date.
Homes are eligible for one incentive per dwelling.
All installed measures must follow current ETRM version guidelines in additional to SCE guidelines to qualify for rebates
Application must include a signed Customer Participation Agreement.
Application must include a paid receipt or invoice with model number, manufacturer, purchase price and purchase date.
Qualifying equipment must be new and replace existing equipment in a residence that currently receives residential electric service from Southern California Edison.
Application must include a paid invoice or receipt with the model number, manufacturer, purchase price and purchase date.
Application must be submitted with 90 days of installation date.
HPP Incentives are NOT eligible to stack with Golden State Rebates, Comfortably California Rebates, or other SCE electric utility programs.
HPP incentives can be stacked with TECH/HEEHRA.
Incentive amount cannot exceed purchase price and cannot exceed IMC cap from the measure package (eTRM)
Required Documents
- CPA – Customer Participation Agreement
- SPECS – Manufacture Specifications Sheet -Itemized Invoice
- Customer signed, dated, & stamped “Paid” or stamped “Received by Customer”, including manufacturer, Rebate, infrastructure upgrade costs, labor and material total amount listed
Program/Implementer/Customer Attestation
Attestation attesting to applicable standards ANSI/RESNET/ICC Standard 380-2019 and/or the latest edition of the California Title-24 Reference Appendix 3 (if applicable).
Attestation stating that the duct connections are not sealed with duct tape and stating the sealant materials used (if applicable).
Attestation stating that the replaced section(s) is less than 25 linear feet and in compliance with Title 24 building codes (if applicable).
A signed and dated Implementer/Contractor Attestation attesting to the following statement: “I certify that the duct leakage test of the existing ductwork (no alterations) for this project was performed in compliance with applicable standards ANSI/RESNET/ICC Standard 380-2019 and/or the latest edition of the California Title-24 Reference Appendix 3.”
Tester must state which type of test was used (“Duct Pressurization and Leakage Flow Measurement” or “Duct Leakage to Outside Measurement”).
Required Photos

- Photo of the HVAC nameplate(s)
- Photo of HVAC unit
- Photo of the Duct Seal work performed
- Photos of Test-In and Test-Out results
- Duct leakage work completed a ≥ 25 pascals and results of the “Test-In” and “Test-Out” systems checks
- Photos clearly showing the sealant materials and type (photo of the sealant material, its packaging or SPEC sheet) Photos that show the total replaced section(s) is less than 25 linear feet in total
- Timestamp and coordinates must be on photos
- Screenshot of photo, with timestamp and coordinates in it
